Apart from the bad things it says about his character that he won't follow through on a decision, changing his mind on the house plan was deeply unfair of him once he'd given you legitimate expectations.
Obviously your sister-in-law is fully cognizant of this, hence the gifts of the TV and new seating. In fairness to her, at least she's making an effort.
